Windows versions can be downloaded here. Linux instructions are here. Also check out the exciting BASLA project, which is a free operating system plus language development applications on a bootable SD card, for the OLPC and soon for netbooks like the Asus Eee.
The current "stable" releases where we only fix bugs begin with 0.6.
The "dev" releases where we're adding new features begin with 0.7. We often put out a new dev version a couple times a week.
The documentation is available as a separate download. (More advanced documentation lives on this wiki, over here).
